### Summary
Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.
This is a Tier 1 position. The salary for Tier 1 positions in Army is normally between $165,842 and $174,500. Pay is set based on consideration of selectee's current salary and other factors.
This position is in the Senior Executive Service (SES) which is a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As a Senior Executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

### Responsibilities
Under general guidance and oversight provided by the Chief Counsel, shares responsibility for the legal system of USACE to the Commander and all elements of USACE to take legal actions appropriate to the accomplishment of USACE's missions and those of the Department of the Army (DA) and the Department of Defense (DoD) as assigned, and to maintain an effective staff of highly qualified professional attorneys throughout USACE. Plans, develops, coordinates, advises on, and directs the activities of the USACE worldwide legal counsel system, consisting of approximately 450 attorneys and other professionals, including approximately 45 personnel at headquarters, and numerous other labor relations specialists, and supporting staff. Develops and implements policies and procedures governing legal activities throughout USACE to achieve and maintain uniformity in the application of legal principles within the Corps. At the discretion of the Chief Counsel, serves as personal legal/policy advisor to the Commander, USACE, and senior agency officials on a wide variety of difficult and sensitive issues relating to the administration and implementation of the multi-billion dollar civil works, military, and support for others programs. Provides technical supervision over and professional guidance to all USACE attorneys and legal offices. Reviews and evaluates the total worldwide USACE legal counsel system for attainment of established objectives. Serves as the point of contact for legal matters between USACE and the Offices of General Counsel in DA and DOD and the general counsel offices of the other services and other federal agencies, at the discretion of the Chief Counsel. Oversees compliance with the Freedom of Information Act and the Privacy Act within USACE. Directs the analysis of the legal implications of proposed and pending legislation, including the need for new legislative authorities; coordinates such proposals with the DA, 0MB, and other federal agencies, in coordination with the Chief Counsel.

**CONDITIONS OF EMPLOYMENT
You must be a U.S. citizen to be eligible for this position.

### Qualifications
**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). Additional information on ECQs is available at
(1) Mandatory Executive Core Qualification **(MANDATORY SUBMISSION)** (ECQ)
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1 inch margins. Additional information on ECQs is available at
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (DCP), who have been certified by the OPM do not need to address ECQs.
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ): A supplemental statement must be submitted separately addressing each TQ. TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times NewRoman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ: Ability to direct the analysis of legal implications of proposed, pending, and enacted legislation concerning a broad range of legal disciplines, (such as areas of authorities, fiscal, acquisition, environmental information/disclosure, real estate, employment, and administrative law) and lawsuits, and to provide legal advice in these areas to high-level officials.
### Education
An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Applicants must currently be a member in good standing of the Bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. Management desires that applicants have at least five (5) years of professional legal experience acquired after being admitted to the bar, practicing law at a major command or higher level (or equivalent level in the civilian sector) as is commensurate with the duties and responsibilities of the position or possess an LLM in the desired area of practice with three (3) years of professional legal experience acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.
