This vacancy is for an **Instructional Systems Specialist** position in the **Field Division**located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

This is a competitive temporary promotion opportunity not to exceed (NTE) 2 years. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record.
A probationary period may be required.
This position is **eligible** for telework; additional criteria will be required.
This is a **bargaining** unit position.

### Responsibilities
* Develops training program, determines the best format for training based on objectives identified.
* Coordinate the development and delivery of computer-based, internet/intranet/network-based training, human resources management system, and other distance learning products for adult professional training programs.
* Serves as a liaison between a private contractor and the subject matter expert; reviews and suggests changes to products before their implementation.
* Facilitate/deliver training, debriefings, meetings.
* Develop curriculum plans that outline the individual training programs for developing the skills corresponding to identify core competencies.

### Qualifications
**Minimum Education Requirement: **
**Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:**
*Learning theory, psychology of learning, educational psychology:* Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
*Instructional design practices:* Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
*Educational evaluation:* Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
*Instructional product development:* Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
*Computers in education and training:* Study of the application of computers in education and training, including selecting appropriate computer software.
**Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.**

**Specialized Experience:**
For the **GG-11**, you must have one year of experience at a level of difficulty and responsibility equivalent to the **GS-09** in the Federal service. Experience for this position includes the development of training strategies and models, behavior modeling, identification of appropriate performance measurements, conducting a comprehensive performance assessment, and implementing a four level evaluation design. Examples of such work include: modifying qualitative and quantitative analytical techniques for developing and delivering first time or alternative training methods; experience preparing technology-based training such as on-line courseware, and Human Resources management systems; using storyboarding content, specifying program functionality, and authoring (programming) computer-based/web-based training; developing procedures, training materials, technical and administrative briefings and presentations, including researching, designing, writing, editing and/or developing reports; conducting a needs analysis, developing a plan of instruction based on the needs analysis, and identifying educational goals for specific training programs; developing and facilitating training for adult learners in classroom and in a virtual environment.

**Education:** 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
