### Summary
**Organizational Location:** This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of the Commissioner, Intergovernmental Public Liaison, located in Washington, DC.

### Responsibilities
As a Management and Program Analyst you will be acting as a State/Local liaison for the Office of Intergovernmental Public Liaison, you will be performing a wide variety of projects and studies for a high-visibility office within CBP's Office of the Commissioner. This position starts at a salary of $114,590 (GS-14, Step 1) to $148,967 (GS-14, Step 10) with promotion potential to $148,967 (GS-14, Step 10).
You will serve as an expert analyst or advisor on the evaluation of the effectiveness of programs and operations, and, the productivity and efficiency of management. This includes implementing, coordinating, and/or overseeing a variety of complex management programs impacting the agency's activities; planning and/or conducting broad and/or in-depth special studies; developing and/or evaluating policies in assigned areas of responsibility; designing and coordinating planning activities; developing, implementing, and/or monitoring sophisticated management information systems; preparing and/or providing briefings and presentations on analytical findings and recommendations; directing the development of new and/or changes to existing issuances and directives; determining the applicability and effect of new or proposed legislation, executive orders, agency directives, and other agency decisions on organizational operations, managerial programs and requirements; and representing the organization at meetings and conferences.
* Serving as the principal advisor when representing CBP at meetings and conferences concerning assigned programs.
* Providing oversight and coordinating the identification, analysis and issuance of policies with managers and top-level officials of CBP.
* Developing, implementing, and monitoring sophisticated management information systems that focus on long and short range plans, policies, and programs; and,
* Ensuring that accurate, appropriately concise, and timely information is available to executive management, policy officials, and external stakeholders including state, local tribal and territorial government leaders.

### Qualifications
You qualify for the GS-14 level if you possess one year of specialized experience at the GS-13 level or equivalent performing duties such as:
* Conducting region-wide studies and evaluations of programs administered by different organizations
* Identifying, isolating, and recommending solutions to critical problems affecting the administration of important national programs and the attainment of agency program goals and objectives; and
* Serving as a project officer responsible for the evaluation of the effectiveness and efficiency of major program operations throughout an agency
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
* Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
* Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 06/09/2018.
