This vacancy is for a **SUPERVISORY IT SPECIALIST (Policy and Planning) **position in the **Information Systems Support and Review Office (ISSRO) Division** located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other **Supervisory IT Specialist, GS-2210-15, FPL 15** positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

### Responsibilities
The duties for this position will include:
* Responsible for the planning, oversight, management, and direction of the daily operations for the following Branches: IT Capital Planning and Governance Branch, the IT Financial Management Branch and the Program Financial Management Branch.
* Architect, oversee and directs the centralized management of the IT budget, oversees governance of IT expenditures for the Census Bureau, provides Capital Planning and Investment Control (CPIC) support, and administrative IT governance effort undertaken by the ADITCIO in order to provide effective and efficient IT service delivery to ADITCIO internal and external customers.
* Implement and continually enhance the overall direction, drivers, and constraints set forth by the ADITCIO, Executive Staff, Senior IT management and other oversight entities.
* Development and maintenance of IT strategic, operational, business, and acquisition plans and budget formulation. Implementation of the Clinger-Cohen Act, Government Performance and Results Act, E-Gov Act, and the 25 Point Implementation Plan.
* Demonstrates proficiency in the areas of program establishment and implementation - with particular experience in matters of strategic planning, budget formulation and execution, and planning the manner in which IT efforts can be aligned with that business strategy. Serve as the primary ADITCIO resource to promulgate business strategy and planning to ADITCIO managers and staff. Oversee the efficient and accurate reporting of IT service delivery for the entire ADITCIO customer base.

### Qualifications
**Specialized Experience:** For the **GS-15 **you must have one year of experience at a level of difficulty and responsibility equivalent to the **GS-14 **in the Federal service. **Specialized Experience **for this position includes handling sensitive material as a regular or recurring part of duties; experience in the full range of IT investment management, budget formulation and execution such as developing business cases, executing cost estimation for project implementation and oversight of IT investment governance activities; supervising, overseeing, coordinating, and/or integrating the activities of Branch Chiefs and team leads. Experience with budget formulation and execution, governance, training, awards, and IT investment and data call reporting) in a organization; developing and maintaining a Strategic Information Technology Plan.
You must have and your resume must detail how you meet the specialized experience AND information technology-related experience demonstrating each of the four competencies described below.
**1. Attention to Detail** - Meticulous; thoroughly reviews and proofreads various IT related data/information; dedicates focus to accomplish tasks that are complete, precise, and accurate to a given IT situation.
**2. Customer Service** - Works with clients and customers (that is, any individuals who use or receive IT services or IT products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess IT needs, provide expert technical information or assistance, resolve fairly complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services.
**3. Communication** - Expresses technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, recognizes potential miscommunication, attends to nonverbal cues, and responds appropriately.
**4. Problem Solving** - Identifies IT related problems using a variety of materials or sources; gathers and applies technical information to determine accuracy and relevance to moderately complex problems; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems.
**Education** cannot be substituted for experience at this grade level.
**Experience** refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
